The Project Management Office is operated under the responsibility of a cabinet committee bringing together Minister of Ministère de la Culture, des Communications et de la Condition féminine Christine St-Pierre, Minister responsible for Infrastructure and Chair of the Conseil du trésor Monique Gagnon-Tremblay and Finance Minister Raymond Bachand.

Cabinet Committee

The cabinet committee has approved the major directions of the construction project and the private consortium selected to undertake the project. In addition, it ensures that the programme, allocated budgets, needs and deadlines are met. Lastly, it authorizes subsequent change to these items.

Steering Committee

Presided over by the MCCCF’s Deputy Minister, the steering committee is composed of the Project Director appointed by the Deputy Minister, a representative of Infrastructure Québec (formerly Agence des partenariats public-privé du Québec – PPPQ), four Ministry representatives and the main users of the hall, PdA and the OSM. Secretarial tasks are assumed by a MCCCF representative. On behalf of the cabinet committee, the steering committee ensures that the major directions of the project are implemented. It also supervises the Project Management Office operations and activities and ensures that budgets and deadlines are met. Since the contract with the partner was signed, the steering committee has seen to the implementation of the project. Thus, during the design and construction stages, the committee is supervising contract management with the private partner and is ensuring that each party respects its contract obligations, including the quality of the work, budgets and deadlines. The steering committee also receives reports on the progress of the construction project, contract management and budget monitoring. On a regular basis, the committee informs the cabinet committee about results obtained and conveys its recommendations to the cabinet committee regarding subsequent major changes to project needs, costs and deadline. The composition of the steering committee will be changed when the facilities will be delivered and for the operation stage.
