Process Auditing
The overall process involved in selecting the consortium to undertake the project was public, as well as all the related documents. They are available for public viewing on the Infrastructure Québec Website.
The selection process that led to the signing of the partnership agreement was reviewed completely by an independent third party appointed as auditor to ensure that it was entirely conducted in a transparent and fair manner for the government and tenders. The auditor produced three reports later made public at the end of the process.
