Why was a PPP selected as a funding approach?

Knowing in advance how the design, construction, operation, servicing and maintenance of a building will cost before work is even started is among the advantages of public-private partnerships.

Partnership agreements help to guarantee that assets are maintained over the long term and that project deadlines are met.

The government becomes the owner of buildings in their appropriate condition at the end of such partnership contracts.

Is a difference in the quality of services to be expected?

In fact, it is not up to the private partner to determine the quality of services to be offered. It is the prerogative of the public sector, as the operating authority, to establish requirements concerning the services to be provided and their expected results.

As such, the private partner is under the obligation to respect these requirements; failing that, it would not receive full remuneration. Such requirements and related remuneration are part of the partnership agreement.
